    A California solar quote usually lands between $25,000 and $35,000 before incentives. That number is the beginning of the conversation, not the end of it — several common add-on costs sit outside the base quote entirely, and they only surface once a contractor is standing in your attic or your HOA board is reading your application.

    None of the costs below are secret. Most trace to a real California statute, a CPUC consumer guide, or a CSLB disclosure requirement that already exists to protect you — the problem is that homeowners rarely know to ask about them before signing. A few others (trenching, panel upgrades, tree removal) are genuine market costs with no government price-setting at all, and we say so plainly rather than inventing a number to sound authoritative.

    This page walks through eight of them: panel upgrades, roof condition, trenching to detached structures, permit and interconnection fees, HOA rules, tree removal, battery subpanels, and what happens when your roof outlives its warranty but not your panels. Where we found a verified figure, it's cited. Where we didn't, we say so instead of guessing.

    Main Panel Upgrade (MPU)

    Most solar quotes assume your electrical panel can handle the new load. A lot of California homes built before the 1990s have 100-amp service, and a modern solar-plus-battery system often needs 200 amps. If your panel doesn't qualify, the installer will tell you — usually after you've already signed.

    A 100A-to-200A panel upgrade in California typically runs $2,000 to $6,000, and can climb past $10,000 if the wiring is outdated or the utility requires a full service change. If the upgrade also means moving the panel — common when solar forces a meter relocation — add $1,000 to $3,000 more for trenching and rewiring. These figures come from contractor cost guides, not a government source — no CSLB or CPUC document sets a standard price or publishes how often solar jobs require an MPU, so treat these as market ranges, not guarantees.

    There is one hard rule worth knowing before you sign anything. The CSLB's Solar Energy System Disclosure Document (Form 13L-6, required under Business & Professions Code § 7169) obligates the contractor to list, in writing, any additional fees associated with installing or operating the system, including electrical system upgrades. If that line is blank on your disclosure form, that's the moment to ask — not during the walkthrough after the panel is already opened up.

    Roof Repair or Replacement Before Install

    Solar panels outlast most roofs. A panel array is typically warrantied for 25 years; asphalt shingle roofs in California often need replacement well before that. If your roof already has 10-plus years on it, the honest conversation is: replace the roof first, or plan to pay twice.

    The CPUC doesn't mandate a roof inspection before solar, but its own guidance points at the same conclusion sideways. The state's Solar Consumer Protection Guide, published October 2025 and required reading before you can interconnect with PG&E, SCE, SDG&E, and several smaller utilities, tells homeowners to save copies of every document from their solar purchase because that paperwork will be useful if they later sell the home, need to replace their roof, or run into a repair or maintenance issue — the CPUC quietly confirming this is a foreseeable cost, not a rare edge case.

    There's a licensing wrinkle too. The same guide states a solar installer's CSLB license should be active and hold classification C-46 (Solar Contractor), C-10 (Electrical Contractor), and/or B (General Building Contractor) — none of which is C-39, the roofing license. A crew licensed only for solar work is not necessarily licensed to diagnose or repair your roof deck, flashing, or underlayment. If a roof problem turns up during mounting, ask directly whether the fix is being done by a licensed roofer. We could not confirm from CSLB's own rules exactly where that line sits, so get the answer in writing rather than take it on faith.

    Trenching for Detached Structures

    If you're powering a detached garage, workshop, ADU, or pool equipment pad from your solar system, someone has to run conductors underground to get there — private excavation work with no government price cap attached to it.

    Industry estimates, not government-verified, put solar-specific trenching with burial-rated conduit at roughly $15 to $30 per linear foot. A detached garage 50 feet from the house adds somewhere around $750 to $1,500 for that run alone; broader estimates for trenching plus the subpanel and conduit together range from $500 to $2,000. These numbers come from contractor and excavation-industry sources, not from CSLB, CPUC, or the California Energy Commission — no regulator publishes a trenching cost standard, so get a written, site-specific quote rather than trusting an average.

    The variable that actually moves the price is what's already in the ground — irrigation lines, hardscape, tree roots, or a driveway the trench has to cross. If your solar quote doesn't call out a detached structure by name and doesn't include a trenching line item, and you have one on the property, ask why it's missing before you sign.

    Permit and Interconnection Fees by Jurisdiction

    This is the one hidden cost with a real legal ceiling on it. California caps what a city or county can charge for a residential solar permit: Government Code § 66015 sets the maximum at $450 plus $15 per kilowatt for every kilowatt above 15 kW (AC). That cap, created by AB 1124 in 2021, was extended by a 2023 law (AB 1132) and stays in force until January 1, 2034, confirmed directly against the state's own code database.

    In practice, most homeowners pay far less than the cap. Actual city fees for small residential systems typically run $200 to $600. One documented example: Sand City's fee schedule lists a flat $235 residential rooftop solar permit fee, effective November 15, 2025. That's one city, not a statewide average — fees are set locally and vary, so confirm your own city or county's fee schedule directly rather than assuming that number applies to you.

    Separately, Government Code § 65850.5 has required every California city and county, since 2015, to run an expedited permitting process for small residential rooftop systems (up to 10 kW AC), limited to a single inspection and a health-and-safety review only. If your jurisdiction is dragging the permit process out past that, you have a statutory hook to push back with.

    One cost we could not pin down for this page: the interconnection application fee your utility charges separately from the city permit, under its CPUC-filed Rule 21 tariff. We were not able to verify PG&E's, SCE's, or SDG&E's current fee amount from a live, current source, and we won't publish a number we can't stand behind — ask your utility or installer for the current figure in writing before you sign.

    HOA Requirements

    If you're in an HOA, California law is on your side more than most homeowners realize — but it isn't a blank check either.

    Civil Code § 714, part of the state's Solar Rights Act, voids any HOA rule or CC&R that prohibits or restricts installing a solar system. The HOA isn't powerless, though: it can impose "reasonable restrictions," which the statute defines with actual numbers. For a photovoltaic system, a restriction is only reasonable if it doesn't increase your system's cost by more than $1,000 and doesn't cut its efficiency by more than 10%, measured in kWh. That $1,000 is a real, legally capped hidden cost — mounting-location requirements, screening, or color-matching can legitimately add expense up to that ceiling, no further.

    There's a deadline that works in your favor too. If your HOA doesn't deny your solar application in writing within 45 days of receiving it, the application is automatically deemed approved, unless the delay is a genuine request for more information. An HOA that violates § 714 is liable for your actual damages plus a civil penalty of up to $1,000, with attorney's fees recoverable if you have to enforce it.

    A separate statute, Civil Code § 714.1, covers common-interest developments specifically: the HOA can require the installer to indemnify the association and can set rules for equipment on common areas, but it cannot impose a blanket ban on rooftop solar over your own unit or assigned parking, and can't route around the law with a membership vote instead.

    Tree Removal

    California actually protects your sunlight — but only going forward, not for the tree that was already there when you bought the house.

    The Solar Shade Control Act, Public Resources Code §§ 25980–25986, says a neighbor can't let a tree or shrub grow so it shades more than 10% of your solar collector's surface between 10 a.m. and 2 p.m. But that protection applies only to trees and shrubs planted after your solar system was installed. Pre-existing trees, commercial timber and agricultural crops, and vegetation already covered by a local tree ordinance are all specifically exempted under Public Resources Code § 25984. And even where the Act does apply, it's enforced as a private nuisance claim under Civil Code § 3481 — you have to send written notice, and the tree owner has to refuse to act, before you have a case. There's no CSLB or CPUC fine attached; it's a civil dispute between neighbors, not a regulatory violation.

    The practical upshot: if your own lot has mature shade trees standing before you go solar, the law gives you zero help getting them removed or trimmed. That cost is on you, and it's genuinely hard to estimate in advance — arborist and tree-removal pricing depends heavily on the tree's size, species, and access, and we couldn't find a reliable statewide average from any source we'd stand behind. Get a site visit and a written arborist quote before you commit to a system that depends on that shade going away.

    Critical-Loads Subpanel for Battery Backup

    If you're adding a battery, one design decision has a real cost attached to it that rarely shows up on the initial quote: do you want whole-home backup, or backup for specific circuits only?

    A critical-loads subpanel is a separate small panel that isolates the circuits you actually want to keep powered during an outage — refrigerator, well pump, medical equipment, wifi — so the battery doesn't have to be sized to run your whole house. Skipping it usually means a bigger, more expensive battery if you want whole-home coverage; adding it usually means an electrician's install charge plus the subpanel hardware itself.

    We were not able to verify a reliable dollar figure for this from a government or utility source — no CPUC or CSLB document we found quantifies it, and this needs its own follow-up before we'd publish a range. What the CPUC's Solar Consumer Protection Guide does say is that battery configuration is a real decision point: it tells homeowners, before signing, to make sure they understand the different settings their battery can be set to and to have their installer walk through the options. Have that conversation before signing, and get the subpanel decision — and its cost — itemized in writing, not bundled into a lump sum.

    Removal and Reinstall When the Roof Is Later Replaced

    Solar panels are commonly warrantied for 25 years. Most California roofs don't last that long. At some point during the life of your system, there is a real chance you will need to pay someone to remove the panels, replace the roof underneath, and reinstall the array — and that cost is almost never discussed at the point of sale.

    We could not find a CSLB or CPUC document that addresses this directly, and no regulator publishes a standard removal-and-reinstall price. This is a private contractor negotiation, and estimates vary too widely by system size and roof type to publish a responsible range here without dedicated follow-up research. What we can point to is the adjacent, verified requirement: the CSLB's Disclosure Document (Form 13L-6) requires your contractor to state, in writing, whether your system's warranty or maintenance agreement transfers if you sell the home — a related but separate question from who handles removal and reinstall for a re-roof.

    The fix is simple and doesn't require a new statute: ask your contractor, before you sign, to itemize a removal-and-reinstall labor rate directly into your contract or as a standing quote. If they won't put a number on it in writing now, that silence is itself useful information.

    When this is the wrong move

    Several of these costs simply don't apply to a lot of installs. If your panel is already 200-amp with room on the bus, or your utility recently replaced your service, an MPU may not come up at all. A ground-mounted system, or a roof under 10 years old, sidesteps the roof-condition and panel-upgrade questions entirely. No detached garage, workshop, or ADU on the property means no trenching line item. If you're not in an HOA or deed-restricted community, the § 714 restrictions section is irrelevant to you. A lot with no mature trees on the south or west exposure has nothing for the Solar Shade Control Act to protect against. And if you're financing a battery-free system, skip the critical-loads subpanel question entirely — it only matters once a battery is in the design. Read the sections that match your actual property, not all eight as if they're guaranteed to hit you.
