Hiring a solar company in Moreno Valley

Solar companies in Moreno Valley have to design for one of two utilities. Moreno Valley Utility, the City's own, serves about three-fifths of the city's area and requires new solar or battery customers to take its Rate B time-of-use rate, caps systems at your past year's use and charges a $75 review fee; SCE serves the rest under its Solar Billing Plan. All permits go through SimpliCITY. Compare at least three written bids.

    Solar on Moreno Valley Utility

The City Council approved MVU's Residential Rate B time-of-use rate for all residential solar customers effective December 15, 2020. It is optional for other homes but required for customers who install solar, a battery or both; a customer who produces more than it uses in a billing period still receives a monetary credit. Existing solar customers were grandfathered for 15 years on the NEM and NEM2 rates, but expanding a system by 10% or more, or adding a battery, moves the account to Rate B.

MVU takes residential interconnections only through its Solar & Storage Application, with a customer-signed Solar Consumer Protection Guide and a $75 non-refundable review fee. It may require a utility-provided energy audit for homes more than five years old, and it does not allow oversized systems: a system cannot exceed one year of usage history, and without that history MVU applies its own sizing formula. Components must be new and approved by MVU, and MVU says panels and inverters should appear on the Energy Commission's certified lists.

Permits and SCE addresses in Moreno Valley

All building permits go through SimpliCITY. A solar permit covers the array, the inverter and batteries included with the solar; a separate electrical permit is required for a panel upgrade or subpanel, or when a battery is installed on its own or added to an existing system. The City reported SolarAPP+ as its automated platform, and the SolarAPP+ program lists it as accepting storage but not panel upgrades or breaker derates. Its 2023 report counted 548 residential solar permits, about 61% with storage and 36% issued online.

About two-fifths of the city is SCE territory on the Energy Commission's map. There, SCE's Solar Billing Plan applies: exports earn hourly credits, locked for nine years, with about $0.04 per kWh more for eligible customers who enroll before 2028, and the True-Up comes in the month the system started.

Use these guides to prepare the specific questions a written bid needs to answer.

    A comparison to ask for

For an MVU address, ask each bidder to size the system to your last year of use, since MVU does not allow oversized systems, and to model Rate B time-of-use. For an SCE address, the Solar Billing Plan applies. A bidder quoting the same savings for both has not read your bill.

    Moreno Valley solar quote questions

What is the best solar company in Moreno Valley?

This site does not rank them. Shortlist companies with a CSLB license covering solar that can tell you whether your address is MVU or SCE, have handled that utility's interconnection, and confirm your address in writing. Then compare at least three written bids built on your own bill.

What are Moreno Valley Utility's solar rules?

New solar, battery and solar-plus-battery customers must take MVU's Residential Rate B time-of-use rate, which still gives a monetary credit in a billing period when you produce more than you use. MVU does not allow oversized systems: size cannot exceed one year of usage history. A $75 non-refundable review fee applies, and homes over five years old may need a utility energy audit first.

Does adding a battery change my MVU rate?

Yes. MVU says adding battery storage to an existing solar system, or expanding the system by 10% or more, moves the account to Rate B time-of-use. Existing solar customers were grandfathered for 15 years on the NEM and NEM2 rates.

How many solar permits does Moreno Valley issue?

Moreno Valley reported 548 residential solar permits to the California Energy Commission for 2023. Of those, 335, about 61%, included battery storage, and 200, about 36%, were issued online.
