It is limited to licensed contractors who have already registered with SolarAPP+, and the City says permit runners are not allowed to request SolarAPP+ permits.

The contractor submits the design on SolarAPP+ and pays its $25 processing fee, then applies in the City's online permit portal, searches for SolarAPP+, enters the approval ID and uploads the SolarAPP+ documents, plan sets and the City's Contractor Disclosures Form. The City's reports to the Energy Commission show how routine this has become: every one of 669 permits in 2022, 673 in 2023 and 334 in 2024 was issued online.

Sonoma Clean Power and the rise of batteries

Sonoma Clean Power credits the extra energy a Petaluma system sends to the grid on the generation side of the PG&E bill. Each spring it compensates surplus at the Net Surplus Compensation rate, up to $5,000 a year, paying by check when the amount is over $200 and as a bill credit when it is $200 or less. PG&E handles delivery and its own true-up.

Petaluma's permits also show how far the market has shifted toward storage: about 10% of 2022 permits included a battery, 12% in 2023 and 84% in 2024. A battery can be the right choice under the Solar Billing Plan, but it is also the largest single item a bid can add. Ask for solar alone and solar with storage, priced separately.
