Modesto's Electricity Providers: MID or TID, Rates and Bills
Modesto is split between utilities: the Energy Commission's load-serving map shows the Modesto Irrigation District on about 78% of the city's land and the Turlock Irrigation District on about 22%, so the bill is the place to check which one serves your address. MID publishes its own rate schedules rather than an average the CPUC reports.
Who supplies electricity in Modesto

What electricity costs in Modesto
No comparable average is published: MID is a publicly owned irrigation district that sells retail electricity, and the CPUC Public Advocates Office rate reports cover the investor-owned utilities only. The California utility rate tracker compares the large utilities.
Discounts and solar billing
On a PG&E, SCE or SDG&E bill, CARE takes 30–35% off and FERA 18% off for eligible households, according to the CPUC, and new solar customers go on its Net Billing Tariff, whose export credit the CPUC says is usually below the retail rate. MID's assistance page has the application. Installers active here are on the Modesto solar companies page; prices and permits on the Modesto solar cost page.
Reading a Modesto solar bill
Check the electric utility first. MID describes its electric service area as the greater Modesto area north of the Tuolumne River, and the California Energy Commission’s service-territory map places part of the city in the Turlock Irrigation District’s territory. For a Modesto Irrigation District account, use MID’s own solar program and interconnection rules: MID says it currently offers only NEM 2, separate from the investor-owned utilities’ Solar Billing Plans. For a TID account, use TID’s own rules. A PG&E export model does not answer a Modesto homeowner’s question.
If the bill itself is the problem, start with why California electric bills run high.

Compare two utility bills
Enter the billing days, total kWh and current electric charges from a current bill and a prior bill. Blank fields stay blank; this is arithmetic only and does not diagnose a rate plan or cause of a change.
Use the current-electric-charges line rather than the total account balance. Credits can make that charge negative.
