Tracy is one of the San Joaquin County cities Ava Community Energy serves, so a Tracy bill carries PG&E delivery charges and Ava generation charges. For systems on the Solar Billing Plan, Ava follows PG&E's policy closely but adds its own export bonus, trues up generation every April and pays balances over $100, while PG&E trues up delivery on its own schedule. Ava Community Energy is the default generation provider in most of Alameda and San Joaquin counties, and its list of communities names Tracy along with Lathrop, Stockton and unincorporated San Joaquin County. A Tracy customer whose system connected after April 14, 2023 is on the Solar Billing Plan: imports and exports are calculated separately each month, exports earn hourly export credits, and credits left after a month's charges roll forward.

Ava adds two bonuses PG&E does not: an extra $0.01 per kWh on all exports for CARE and FERA customers, and an extra $0.025 per kWh on exports between 3 and 8 p.m. for everyone else. Ava trues up generation every April and pays surplus above $100 through its vendor, typically in June or July; smaller balances roll over as credit. PG&E's delivery true-up can fall in a different month, so a bid should show the two separately.

Tracy's permits, and a year that changed

Tracy's Building Safety Division takes photovoltaic submittals at photovoltaic@cityoftracy.org. The City charges the plan check fee before plans are reviewed and the rest of the permit fees at issuance. Tracy reported a custom automated platform to the Energy Commission rather than SolarAPP+ or Symbium.

Its SB 379 reports show a sharp shift. In 2023 the City reported 160 residential solar permits, about 83% issued online and 12% with storage. In 2024 it reported 569, none issued online and about 86% with storage. More projects, most of them with batteries, and all of them reviewed by staff: ask each bidder how long its recent Tracy permits took, and whether your design needs anything beyond a standard review.
