Three ways to file a Clovis solar permit

The City opened its current solar routes on September 30, 2023. An applicant can bring plans and an application to the Building Division, submit plans online through the Citizen Self Service portal when the project meets the City's Photovoltaic System Eligibility List, or submit a SolarAPP+ application, under SB 379, through the same portal. The SolarAPP+ route is for contractors only, and the City says residential roof-mounted and ground-mounted photovoltaic permits have a new fee structure, posted on its Building page.

The SolarAPP+ program lists Clovis as accepting solar with battery storage but not main panel upgrades or main breaker derates. A design that needs new service equipment therefore goes through the online or in-person review, which a bid's schedule should allow for.

What Clovis's permit reports show

Clovis is unusual in publishing a monthly Photovoltaic Report, going back to 2022, that lists every photovoltaic permit with its work class, application, issue and final dates, status, contractor, system size and a description of the work. The October 2025 report lists 110 permits issued that month: 98 residential roof mounts, 10 classed as Real Time Solar and 2 commercial roof mounts. The residential roof mounts were issued a median of seven days after application; the Real Time Solar permits, a median of zero days.

The City's SB 379 report to the Energy Commission gives the annual picture: 935 residential solar permits in 2023, about 74% with battery storage and about 95% issued online. Between the two, you can check whether a bidder's timeline is realistic and whether it actually works in Clovis, before you sign anything.
