The portal starts by checking that the address is inside Lincoln's city limits. That check matters because a Lincoln mailing address does not by itself put a home inside the city; an address outside city limits is handled by Placer County's own building department.

So the first question for any bidder is which jurisdiction it is filing with. A proposal that quotes Lincoln's process for a county address, or the reverse, may be wrong about timing and fees.

How Pioneer bills a Lincoln solar account
