    What a solar permit costs in San Clemente

    San Clemente publishes two different figures for a solar permit. Whatever it charges, Government Code §66015 limits a city to $450 for a home system up to 15 kW, plus $15 per kW above that, unless it adopts a written finding that its cost is higher. Fee sheet: $400 up to 15 kW plus $15 per kW above; 10 kW bulletin: $450 typical. Neither is dated.

    • What San Clemente publishes: San Clemente's Solar Permit Fees sheet lists a residential photovoltaic permit at $400 for a system up to 15 kW plus $15 for each kW above 15 kW. The City's submittal bulletin for systems of 10 kW or less adds a plan check fee of 25 percent of the electrical permit fee and calls $450 typical for most solar systems. Neither document carries a date, so confirm the amount with the Building Division. SolarAPP+ charges its own $25 processing fee.
    • How to file: Yes. Licensed contractors registered with SolarAPP+ can permit a rooftop system on a permitted main dwelling, not ballasted, and upload the approval and plans to the City's eTRAKiT portal; permit runners may not request SolarAPP+ permits. Other solar applications are emailed to the Building Division as PDFs.

    Home solar systems connected at San Clemente addresses: 416 in 2021, 550 in 2022, 746 in 2023, 241 in 2024 and 246 in 2025. So connections peaked in 2023 and 2025 ran 67% below that peak. Another 93 were connected from January to May 2026.
