Home solar in Newport Beach by the numbers

SCE approved 165 home solar systems in Newport Beach in 2025, from 71 installers; the top three were named on 22% of them. The busiest year since 2021 was 2023, with 298 (2025: -45%). Another 82 were approved from January through May 2026.

Start with your Newport Beach electricity bill

Newport Beach is SCE territory, and neither the Energy Commission's community choice map nor the Orange County Power Authority's member list puts a community choice provider in the city. SCE bills generation and delivery, and its Solar Billing Plan values exports by hour and season, locks new customers' export values for nine years and adds about $0.04 per kWh for eligible customers who enroll before 2028.

Newport Beach's two online permit routes

Newport Beach no longer takes new solar or battery submittals over the counter. Residential single-family and duplex projects can go through SolarAPP+, the automated plan review developed by the National Renewable Energy Laboratory, which issues the permit, takes the fee online and schedules inspections. The SolarAPP+ program lists the City as accepting solar with storage and main panel upgrades, but not main breaker derates.

All other solar projects, including those that do not fit the SolarAPP+ checklist, go through the City's CiViC portal. For those, the City publishes an eligibility checklist and submittal requirements for one- and two-family dwellings, simplified standard plans for string-inverter and microinverter systems, structural criteria for rooftop installations, a standard inspection checklist and Guideline D.07 for residential energy storage.

What Newport Beach's permits show

The City's 2023 report to the Energy Commission counted 638 residential solar permits. Battery storage was on 324 of them, about half, and 105, about 16%, were issued online, so most went through the CiViC review rather than the automated route.

With SCE supplying generation and delivery, a Newport Beach system is valued under SCE's Solar Billing Plan: exports earn hourly Energy Export Credits, rates are often higher on summer weekdays from 4 to 9 p.m., and SCE says its credits are worth less than the power you buy. That is the case for a battery. Whether it holds for your home depends on your usage, so ask for both versions of the bid.
