The City of Tustin and unincorporated North Tustin are both SCE territory on the Energy Commission's maps, with no community choice provider, and neither is an Orange County Power Authority member. SCE bills generation and delivery, and its Solar Billing Plan credits exports hour by hour, locks new customers' values for nine years and adds about $0.04 per kWh for eligible customers who enroll before 2028.

Tustin's SolarAPP+ permit

Tustin uses SolarAPP+ for most residential, roof-mounted retrofit systems that match its eligibility list, with one local exclusion: properties in the Cultural Resource District, or listed as eligible individual properties in the City's Historic Resource Survey, cannot use the streamlined route, and applications for ineligible projects may be denied or revoked. Licensed contractors register with SolarAPP+, submit the design, pay its processing fee and download the approved plans.

They then apply for a City of Tustin Electrical Photovoltaic (SolarAPP) permit in the City's portal, choosing standalone solar, solar with battery, solar with panel upgrade, or solar with battery and panel upgrade. The type cannot be modified once selected. Inspections are requested from the permit record by 3 p.m. the business day before; revisions add the revised SolarAPP+ approval, plans and a narrative letter to the existing permit, or go to Tustin Building by email if the change makes the project ineligible.

North Tustin is County territory

North Tustin, the unincorporated area north and east of the city, is not part of the City of Tustin, so its building permits come from the County of Orange. OC Development Services adopted SolarAPP+ under SB 379 for roof-mounted photovoltaic systems on existing residential homes, available to licensed contractors registered with SolarAPP+, and also offers an expedited plan check under AB 2188 with its own eligibility checklist and standard plans.

Both areas are SCE territory with no community choice provider on the Energy Commission's maps, so the bill side is the same. The paperwork side is not: ask each bidder which office it will file with, and look for recent permits with that office. The City of Tustin reported 63 residential solar permits for 2023; the County reported 1,328 for all its unincorporated areas.
