SDG&E lets a Solar Billing Plan customer oversize by up to 50% only with an attestation of higher expected use. A bid that does not name your utility and its rate plan is not built for your home.

Aliso Viejo's Instant Solar Permit

The City's Instant Solar Permit is available only to contractors registered with SolarAPP+ and covers roof-mounted photovoltaic panels with or without an energy storage system; a main electrical service upgrade can be added. The contractor submits the project in SolarAPP+, pays the $25 processing fee and downloads the approval documents, then applies in the City's online permitting portal and pays the permit fees online or in person at City Hall. Inspections are requested through the portal and scheduled for the next business day unless otherwise specified.

One local rule stands out: any energy storage system inside a garage requires an Orange County Fire Authority approved plan at the time of inspection. The City's reports to the Energy Commission show every one of its 269 permits in 2023 and 157 in 2025 issued online, with none reported as including storage.
