Newport Beach's Electricity Provider Is SCE: Rates, Bills and Solar
Southern California Edison is Newport Beach's electricity provider, supplying and delivering the power itself, because the city is not a member of a community choice program. SCE's residential average rate was 34.4 cents per kWh on June 1, 2026, according to the CPUC Public Advocates Office, and most homes also pay a $24.15 monthly Base Services Charge.
Who provides electricity in Newport Beach
On the California Energy Commission's utility map, all of Newport Beach's land is SCE territory. Orange County Power Authority, the community choice provider in Orange County, lists Buena Park, Fullerton and Irvine as its member cities, with Fountain Valley starting service soon. Newport Beach is not one of them, so its bills show SCE's generation and delivery charges with no second provider.
SCE's index of communities places Newport Beach in baseline regions 6 and 8, both of which SCE classes as cool. The summer baseline is 11.4 kWh a day in region 6 and 12.8 in region 8: the usage billed at the lower Tier 1 price on the tiered plan, or credited 10 cents per kWh on TOU-D-4-9PM.
What SCE charges a Newport Beach home
As of June 1, 2026, SCE's tiered Schedule D charged 30 cents per kWh up to the baseline allocation and 40 cents above it. On TOU-D-4-9PM, summer weekday power, June through September, costs about 58 cents per kWh from 4 to 9 p.m. and 34 cents at other hours. From October through May it is 51 cents from 4 to 9 p.m., 33 cents from 8 a.m. to 4 p.m. and 37 cents overnight.
Since November 2025 every bill also carries the Base Services Charge: $24.15 a month for most customers, $12.08 on FERA and $6.00 on CARE. SCE says it lowered the price of each kWh by about 10% in exchange, so a low-use home can pay more than before and a high-use home less.
For scale, the CPUC Public Advocates Office tracks a sample of SCE bills in baseline region 6. In June 2026 the average non-CARE bill there was $152 a month and the average CARE bill $81, for homes using around 385 kWh a month. That is a zone average, not a Newport Beach figure.

Cleaner power and solar without a community choice provider
Without a community choice provider, the renewable option inside SCE service is SCE's own Green Rate. SCE says interest in both its 50% and 100% Green Rate options has exceeded the capacity approved for them, so it keeps a waitlist.
New rooftop systems go on SCE's Solar Billing Plan and its TOU-D-PRIME rate. Exports earn Energy Export Credits that vary by the hour and are locked for nine years from the year the system starts, and customers who enroll before 2028 get an extra credit of about 4 cents per kWh, or about 9 cents if income-qualified. The credits cannot pay the Base Services Charge, and SCE settles the year on a true-up bill in the month the system began service.
