San Luis Obispo homes get their electricity from two providers on one PG&E bill: PG&E delivers it, and Central Coast Community Energy supplies the generation by default. PG&E's average residential rate was 33.7¢ per kWh as of June 2026 (CPUC Public Advocates Office), and most of its customers also pay a fixed $24.15 a month.
Who supplies electricity in San Luis Obispo
PG&E delivers power to San Luis Obispo homes, reads the meter and sends the bill; Central Coast Community Energy supplies the generation by default, because the CEC's load-serving map places the city in its area. The San Luis Obispo bill lists PG&E delivery charges and 3CE generation charges separately.
What electricity costs in San Luis Obispo
PG&E's average residential rate was 33.7¢ per kWh as of June 2026 (CPUC Public Advocates Office), plus a fixed $24.15 a month ($12.08 on FERA, $6.00 on CARE) under CPUC Decision 24-05-028. Discounts and solar billing
CARE takes 30–35% off and FERA 18% off for eligible households, according to the CPUC, and new solar customers go on its Net Billing Tariff, whose export credit the CPUC says is usually below the retail rate. PG&E's assistance page has the application. 3CE credits the generation part of a solar bill under its own terms. Reading a San Luis Obispo solar bill
San Luis Obispo homes get generation from Central Coast Community Energy (3CE) and delivery from PG&E; the Energy Commission's map places the whole city in both areas. That gives a solar account two true-ups a year: PG&E's for delivery and 3CE's, every December, for generation. A proposal should show both, using your own 3CE and PG&E charges.
3CE's rules for a San Luis Obispo solar account
Central Coast Community Energy handles generation and PG&E handles transmission and delivery, so a 3CE solar customer sees PG&E's minimum monthly delivery charges and has two annual true-ups. Customers whose interconnection was approved before April 15, 2023 stay on net energy metering for their 20-year term: 3CE bills them monthly for net use, gives retail credits for excess, and at its December true-up pays Net Surplus Compensation as a bill credit. In PG&E territory that rate has been $0.023 per kWh since December 1, 2025. Residential customers with at least $200 in combined credits can ask for a check within 45 days of the true-up statement.
Newer systems are on 3CE's Solar Billing Plan, which its board adopted in February 2024 and opened to residential customers in June 2024. Generation charges use 3CE's rates, exports earn Energy Export Credits priced hourly from the CPUC's Avoided Cost Calculator, and the balance is trued up each December. Ask each bidder which hours its model assumes you export in.
