Start with your Ventura electricity bill

Ventura's default generation provider is Clean Power Alliance, which has served the city since 2019 with its 100% Green option as the default; SCE delivers the power and sends the bill. CPA runs its own solar rules on the generation side: an April true-up for every customer and surplus paid at 10% above SCE's rate. Ask each bidder to model your actual CPA option and SCE delivery charges.

Ventura's Symbium permit in five steps

The City lays out five steps: check that the project and contractor qualify, register for or sign in to a Ventura OPS account, apply through Symbium, receive the permit, and schedule the inspection. Qualification has three parts: an A, B, C-10 or C-46 contractor license, an active City of Ventura business license, and a system no larger than 38.4 kilowatts alternating current. Energy storage can be included.

When those conditions are met, the City says the permit is issued in real time, in a matter of minutes. Symbium's processing fee is non-refundable. Inspections are scheduled through Ventura OPS or by calling the inspection request line at 805-654-7874 between 8:30 a.m. and 3:00 p.m., and the City gives a three-hour arrival window.

Clean Power Alliance on a Ventura solar bill

Clean Power Alliance became Ventura's default provider in 2019, with 100% Green Power as the city's default option. A home whose solar was approved by SCE on or before August 31, 2023 stays on CPA's net energy metering tariff for the rest of its 20-year eligibility; systems applying after that date are on CPA's Solar Billing Plan for generation and SCE's for delivery. Under the Solar Billing Plan, each monthly bill charges for energy drawn from the grid at your time-of-use rate and credits exports with Energy Export Credits priced by the CPUC's Avoided Cost Calculator.

CPA trues up all of its solar customers each April rather than on each customer's own anniversary, and pays yearly surplus at a rate 10% above SCE's Net Surplus Compensation rate. Credits over $100 arrive by check; smaller ones offset future CPA charges unless you ask for a check. SCE's fixed Base Services Charge, $24.15 a month for customers not on CARE or FERA, remains on the delivery side.
