Clean Power Alliance has supplied Oxnard's generation since 2019, and 100% Green is the city's default option, so most Oxnard homes pay CPA for generation and SCE for delivery on one SCE bill. Oxnard's Click2Gov solar permit

The City of Oxnard's Building and Engineering Division runs online express solar processing for contractors who already have a SolarAPP+ approval. Only SolarAPP+-reviewed permits can be applied for in Click2Gov; other projects use the City's other application options. The contractor must be licensed with the CSLB and hold a City of Oxnard Business Tax Certificate, also called a City business license. Its Click2Gov account has to be associated with a contractor and set up with the same phone number the contractor gave the City's Licensing Division; without that match, the account cannot be validated.

In the application, the contractor enters the SolarAPP+ Approval ID, the system's kilowatts and the number of panels, which print on the permit, then uploads the SolarAPP+ approval documents. Once the application is created, it can pay online, print the permit and request the inspection from the same site. Inspections must be requested within 365 days of issuance. Clean Power Alliance and an Oxnard solar bill

Oxnard homes have been enrolled with Clean Power Alliance since 2019, and the city's default is CPA's 100% Green Power product. Which solar rules apply depends on the date SCE approved the system. Older systems keep net energy metering with CPA for the full 20 years they are eligible. A system whose interconnection application was filed after August 2023 is billed under two Solar Billing Plans at once, CPA's for the power it supplies and SCE's for delivery, and the export credits change by hour according to the CPUC's avoided-cost values.

Unlike SCE, which settles each account on its own anniversary, CPA runs one annual settlement for all solar customers in April. If a year's exports exceed imports, CPA's compensation rate is set 10% higher than SCE's. A balance above $100 is mailed as a check, and a smaller one is carried as a credit on the CPA portion of the bill, though you can request a check. Ask each Oxnard bidder to show which CPA product and which true-up month its model assumes.
