Home solar on PG&E-served Redding addresses by the numbers

PG&E approved 126 home solar systems at PG&E-served addresses listed as Redding in 2025, from 35 installers; the top three were named on 28% of them. The busiest year since 2021 was 2023, with 291 (2025: -57%). Another 68 were approved from January through May 2026.

2025 mix: 37% leased or on a power purchase agreement, 64% owned by the household; 44% with a battery; median size 9.06 kW DC.

Hiring a solar company in Redding

Redding's electricity comes from Redding Electric Utility, not PG&E, and REU sets the rules a solar company has to follow: a system capped at 1 kW DC per 1,752 kWh of your last year's use, an REU Generator Number before the City will accept the permit, and monthly billing where surplus is credited at REU's value of solar. Compare at least three written bids sized to your own usage.

Start with your Redding electricity bill

Redding homes buy electricity from Redding Electric Utility, the City's own utility, not PG&E. REU's Zero Net Energy Service bills a solar home monthly: energy drawn from the grid is charged at the retail rate, and surplus sent to the grid is credited at what REU calls the current value of solar. A proposal built on PG&E's Solar Billing Plan does not describe a Redding bill.

REU's steps come first

Redding Electric Utility asks customers to size a system from their own twelve months of use, which you can see by logging into your REU account or calling (530) 339-7200. It will not interconnect a system that exceeds on-site demand as a net generator. The installer submits REU's Solar PV Checklist forms to REU Customer Service, and only after REU approves them and issues a Generator Number will the City's Building Division accept a building permit application.

REU also sends specifications for a Generator Disconnect nameplate, which must be mounted on the AC disconnect within 10 feet of the meter and in sight of it. The disconnect stays off until the system passes the City's final inspection and REU commissions it; REU personnel switch it on. If the design changes during the City's review, the contractor must send REU revised drawings before the City issues its final. REU's information sheet adds that all equipment needs a manufacturer warranty of at least 10 years and that one project in every seven gets a HERS energy-efficiency inspection.

Redding's SolarAPP+ conditions

The City of Redding accepts SolarAPP+ for most residential roof-mounted retrofit systems, from contractors registered with the platform who hold a City business license. For REU customers, the signed interconnection agreement must be uploaded to the City's portal. The design must carry a 30 PSF roof snow load, non-reducible, with roof attachments no more than 48 inches apart and staggered.

Homes built before 1970 cannot use SolarAPP+. The City has required roofs to resist a 30 PSF snow load since 1970, and for older roofs it adds panel weight only if the roof is reinforced or shown to carry the load. After SolarAPP+ approval, the contractor applies in the City's CSS portal under the Electrical Photovoltaic (SolarAPP) permit, pays the fees and prints the construction ePermit. REU says it does not endorse or partner with any contractor, and recommends talking to at least three.

REU caps a net-generation system at 1 kW DC for every 1,752 kWh you used; at 12,000 kWh a year that is about 6.85 kW DC. A bid sized above your cap will not be allowed to interconnect as a net generator, and REU says it is not buying solar power under purchase agreements.
