SCE approved 16,116 home solar systems in Los Angeles County in 2025, from 613 installers; the top three were named on 36% of them. The busiest year since 2021 was 2023, with 28,035 (2025: -43%). Another 7,647 were approved from January through May 2026.

Burbank is entirely Burbank Water and Power territory on the California Energy Commission's map, and BWP sets its own solar program: the City Council approved BWP's Solar Net Billing on January 14, 2025, and it applies to every system whose permit was applied for from January 1, 2026. Exports are valued at BWP's avoided cost of energy, with credit applied to the next bill and a check once a year on request.

The Burbank City Council approved Solar Net Billing on January 14, 2025, and it began on January 1, 2026. Every new installation is billed under it: when the system produces more than the home uses, BWP credits the excess at its avoided cost of energy at the time, rather than through energy credits and a cash-out. After the credits net out the bill, any extra dollars carry to the next bill, and BWP will send excess dollars by check once a year on request. Credit values differ by time of day and season, higher in summer peak hours.

The change came with larger size limits. Systems whose permits were applied for after January 1, 2026 can produce up to 150% of the previous twelve months of use, systems of 10 kW CEC-AC or less skip sizing review, and new homes are estimated by BWP staff or at 4 watts DC per square foot of conditioned space. You still receive a monthly bill with fixed charges for poles, wires and administration.

Permit, interconnection and meter in Burbank

BWP and the City's Building and Safety Division work in sequence. The installer reviews the City's solar requirements, including performance meter and labeling rules, obtains BWP's Confirmation of Services document and submits it with full plans, and emails the Electrical Interconnection and Metering Agreement to BWP. Residential systems then receive an instant permit. After installation, inspections are scheduled at least a day ahead in Burbank Online Permits, and once the permit is finaled BWP schedules a visit to install the performance meter and run safety tests, leaving a door hanger when the system is connected.
