So a Brentwood home buys its generation from PG&E, and MCE's surplus bonus, which MCE pays on top of the standard Net Surplus Compensation rate, is not part of a Brentwood proposal.

Under PG&E's Solar Billing Plan you receive a monthly statement with the month's charges and export credits, then a True-Up statement at the end of each 12-month cycle that applies accumulated credits and any Net Surplus Compensation. Customers who start on the plan before 2028 also receive Energy Export Bonus Credits, with the value set when the system receives permission to operate. A bid that quotes MCE credits for a Brentwood address, or that leaves the bonus credits out, is not modeling your bill.

Brentwood's reports to the Energy Commission under SB 379 show how fast home solar grew here: 123 residential solar permits in 2023 and 574 in 2024. Storage went from about 41% of permits to 72%, and the share issued online went from about 8% to 24%, so most 2024 projects still went through staff review rather than an instant approval. Ask a bidder whose design is SolarAPP+-eligible whether it will use that route, and ask one whose design is not what the City's review has recently taken.

Contra Costa County permits the unincorporated communities around the city, and it also reported SolarAPP+ as its platform. The County told the Commission it issued 1,748 residential solar permits in 2024, every one of them online.
