Electricity Rates in Lancaster: Lancaster Energy, SCE and What a Bill Costs

Who provides electricity in Lancaster

Lancaster Energy buys the electricity, and SCE delivers it, maintains the lines and sends the bill. The Lancaster City Council sets Lancaster Energy's rates once a year. Homes are served by Lancaster Energy unless they opt out, and it offers two options: Clear Choice, which it says meets or exceeds the state's renewable requirements, and Smart Choice, with 100% renewable content.

On the California Energy Commission's utility map, SCE's territory covers all of Lancaster and Lancaster Energy's service area 99.9% of it. SCE's index of communities places Lancaster in baseline regions 14 and 16, and SCE classes region 14 as hot: its summer baseline is 19.2 kWh a day, against 11.4 in the cool coastal region 6. That is the usage billed at the lower Tier 1 price on the tiered plan, or credited 10 cents per kWh on TOU-D-4-9PM.

What a Lancaster electric bill costs

The joint rate comparison Lancaster Energy and SCE post, using SCE rates as of June 1, 2026 and Lancaster Energy rates published August 21, 2024, prices a typical Lancaster month of 659 kWh on SCE's standard Schedule D at $249.05 with SCE generation, $292.00 on Clear Choice and $302.00 on Smart Choice, which adds a $10 monthly premium. For a CARE household with the same usage, the figures are $152.61 with SCE generation and $195.56 on Clear Choice.

The difference is the generation line: 15.71 cents per kWh from Lancaster Energy against 11.76 cents from SCE in that comparison, plus a 3.16-cent surcharge Lancaster Energy customers pay, partly offset by a slightly lower SCE delivery rate. Every Lancaster home also pays SCE's Base Services Charge, which replaced the Basic Charge in November 2025: $24.15 a month for most customers, $12.08 on FERA and $6.00 on CARE.

Across SCE's territory, the CPUC Public Advocates Office put the residential average rate at 34.4 cents per kWh on June 1, 2026, down from 35.3 cents after SCE's rate case raised it on October 1, 2025.

Solar on a Lancaster account

Solar owners on SCE's net energy metering move into Lancaster Energy's Personal Choice program automatically. Lancaster Energy tallies usage and exports each month, billing when you used more and crediting when you sent more, and trues up each October: production above consumption for the year earns a rebate based on $0.06 per kWh.

SCE handles interconnection and the delivery side of the bill, and new systems go on its Solar Billing Plan with the TOU-D-PRIME rate. SCE says that because its export credits are worth less than the power you buy, storing your own energy for the expensive hours is now worth more than exporting it. Ask each bidder which Lancaster Energy and SCE credits its model assumes.
