Home solar in Palmdale by the numbers

SCE approved 1,132 home solar systems in Palmdale in 2025, from 111 installers; the top three were named on 52% of them. The busiest year since 2021 was 2023, with 2,019 (2025: -44%). Another 396 were approved from January through May 2026.

Hiring a solar company in Palmdale

Solar companies in Palmdale issue single-family and duplex solar permits as express permits through SolarAPP+ and the City's Accela Citizens Portal, but SolarAPP+ does not process batteries, and mobile homes cannot use it. SCE delivers the power and Palmdale's own EPIC Energy supplies the generation, mailing a check each fall to solar customers with a credit of $100 or more. Start with your Palmdale electricity bill

All customers within Palmdale city limits are in the service area of Energy for Palmdale's Independent Choice, Palmdale EPIC Energy, with SCE delivering the power and sending the bill; a customer can opt out and stay with SCE. The Energy Commission's maps show SCE and EPIC across the whole city. A Palmdale proposal therefore needs EPIC's solar terms on the generation side and SCE's on the delivery side.

Palmdale's express solar permit

The City's Economic and Community Development Department processes eligible single-family and duplex photovoltaic applications through SolarAPP+ as express permits, with no plan review. The contractor registers with SolarAPP+, submits the project and is sent on to the Accela Citizens Portal, where it chooses the SolarAPP_Plus application, enters the SolarAPP+ ID and system size and uploads the SolarAPP+ approval checklist, equipment spec sheets, a one-line diagram and a state declaration by the license holder or a notarized agent. Once the fees are paid, the permit issues automatically.

Three kinds of project stay on the standard route. SolarAPP+ does not process solar batteries or energy storage systems; mobile homes are not eligible; and commercial and multifamily systems apply for a standard solar permit in Accela. Revisions go back through SolarAPP+ and the new checklist is uploaded to Accela, and field revisions may require extra inspection fees.

EPIC, SCE and Palmdale's permit numbers

Palmdale EPIC Energy is the City's community choice program. It covers everyone within city limits, and customers may opt out and stay with SCE. Its solar program, EPIC Empowerment, carries a credit forward when a month's production exceeds use, and mails a check to customers with a credit of $100 or more in the October billing cycle. SCE's Solar Billing Plan governs the delivery side for new systems.

The City reported 969 residential solar permits to the Energy Commission for 2023, only about 8% of them with storage and about 15% issued online. With batteries excluded from the express route, a storage project here takes longer to permit than a solar-only one; the bid's schedule should reflect that.
