Both utilities put new solar customers on a Solar Billing Plan, but the rate plans and export values differ, so each bidder must model the utility printed on your bill, not the one most of your neighbors have.

Mission Viejo's SolarAPP+ permit in Client Self Service

The contractor starts in SolarAPP+, which charges a processing fee and generates a checklist and SolarAPP+ ID when the design is approved. It then logs in to the City's Client Self Service portal, applies under the SolarAPP+ category, enters owner, applicant and contractor information and the SolarAPP+ ID, uploads the checklist and other documents, signs electronically and pays the permit fee. Inspections are requested from the permit's Inspection tab in the same portal.

Changes follow the same order. A revision must first go back through SolarAPP+ for a revised checklist and ID; only then does the contractor file a SolarAPP+ Revision application in Client Self Service with the original City permit number. The SolarAPP+ program lists Mission Viejo as accepting solar with storage but not main panel upgrades or main breaker derates, so a design that needs either goes through regular review.

A mostly SCE city with an SDG&E corner

On SCE's Solar Billing Plan, export values are locked for nine years and eligible customers who enroll before 2028 get about $0.04 per kWh more; the True-Up comes in the month the system started. On SDG&E's, residential customers use EV-TOU-5 with on-peak from 4 to 9 p.m., and a system can exceed past use by up to 50% only with an attestation.

The City's permits show the effect of those plans. In 2023 Mission Viejo reported 91 residential solar permits, none issued online; in 2024 it reported 486, about 45% online and about 80% with a battery. Whichever utility you have, ask for your bill modeled with and without storage.
