Before applying to the City it needs an active San Ramon business license and must be added to the City's SolarAPP+ eligibility list by emailing the Permit Center. The City permit is an Electrical Photovoltaic (SolarAPP) permit filed in the CSS portal, and inspections are requested from the same CSS account.

Projects outside SolarAPP+ go through regular submittal. The plot plan must show the site to scale, lot dimensions, setbacks, driveways, adjacent streets and the panel locations. The installation details must give the panel weight, number of panels, area covered, UL listings, the existing roofing type and weight, and how the supports attach to the structure. When the installation weighs more than 5 pounds per square foot, structural calculations are required. The City also advises checking zoning with the Planning Division before any project starts.

Why San Ramon's permit numbers look different

San Ramon reported 1,074 residential solar permits to the California Energy Commission for 2023 and 694 for 2024, and every one in both years was issued online. The storage share stayed low: 22 permits with a battery in 2023 and 27 in 2024, about 4%. In nearby Danville, by comparison, 78% of 2024 permits included storage.

That gap is worth a question. On PG&E's Solar Billing Plan, credits for exported power vary by time of day, day of the week and season, and PG&E says customers save the most when they use what they produce on-site. A system without storage exports more of its midday output, so a panels-only bid should show how much of your usage it covers directly and what the remaining PG&E and MCE bill would be.
