Home solar in Ventura County by the numbers

SCE approved 3,546 home solar systems in Ventura County in 2025, from 265 installers; the top three were named on 37% of them. The busiest year since 2021 was 2022, with 5,805 (2025: -39%). Another 1,545 were approved from January through May 2026.

2025 mix: 44% leased or on a power purchase agreement, 56% owned by the household; 89% with a battery; median size 6.8 kW DC.

Providers and permit offices across Ventura County

On the California Energy Commission's utility map, Southern California Edison delivers power throughout Ventura County. The Commission's community choice layer shows Clean Power Alliance over Camarillo, Moorpark, Ojai, Oxnard, Simi Valley, Thousand Oaks and Ventura, and over the unincorporated communities checked, including Oak Park, Somis, Piru, Meiners Oaks and El Rio. It shows no community choice provider over Santa Paula, Fillmore or Port Hueneme.

The permit column is each jurisdiction's own report to the Energy Commission under SB 379: residential solar permits issued, the share with battery storage and the share issued online, for 2024 unless another year is named, plus the automated platform it reported.

Utility and community choice rows are from the Energy Commission's maps, queried September 23, 2026, checking each city and the listed unincorporated communities. Permit counts and platforms are the jurisdictions' own reports in the Commission's files dated May and August 2026; SolarAPP+ lists Port Hueneme as accepting solar but not storage.

Hiring a solar company in Ventura County

Solar companies in Ventura County all connect to SCE, but in most cities and the unincorporated county Clean Power Alliance supplies the generation and trues up solar credits every April; Santa Paula, Fillmore and Port Hueneme stay with SCE. Each city issues its own permit, and the County's Resource Management Agency permits rural homes from Oak Park to Piru. Compare at least three written bids built on your own bill.

Start with your Ventura County electricity bill

SCE delivers power across all of Ventura County on the California Energy Commission's maps. Clean Power Alliance supplies generation in Camarillo, Moorpark, Ojai, Oxnard, Simi Valley, Thousand Oaks, Ventura and the unincorporated communities, while Santa Paula, Fillmore and Port Hueneme have no community choice provider. For a CPA home, solar credits are split between CPA's generation side and SCE's delivery side of one bill.

Clean Power Alliance on a Ventura County bill

Clean Power Alliance credits rooftop solar on the generation portion of the bill while SCE credits the delivery portion. For customers whose systems SCE approved on or before August 31, 2023, CPA's net energy metering program applies for the rest of their 20-year period: energy charges are netted monthly, everyone trues up in April, and net surplus is paid at 10% above SCE's rate, by check when the credit exceeds $100.

Newer systems are on CPA's Solar Billing Plan for generation and SCE's for delivery, with exports credited at hourly avoided-cost prices, which CPA says makes solar with a battery worth more than solar alone. In Santa Paula, Fillmore and Port Hueneme there is no CPA, and SCE's Solar Billing Plan covers the whole bill, with its true-up in the month the system started.

Ten city permit offices and the County

Ventura County's permit picture is uneven. Moorpark issued all 129 of its 2024 residential solar permits online and Simi Valley 79% of 601, while Camarillo issued none of 287 online and reported no automated platform. Thousand Oaks reported the most activity, 838 permits in 2025. Port Hueneme's SolarAPP+ route, per the SolarAPP+ program, takes solar but not storage.

Homes outside city limits go to the County's Resource Management Agency. Its Building and Safety division runs two permit counters and online payments, and the 2025 Ventura County Building Code applies to permit applications submitted on or after January 1, 2026. Ask each bidder which office has your address and for its most recent permit timeline there.
