A design the platform disqualifies is not stuck: it can still be submitted electronically through e-TRAKiT under one of three permit types, Solar Residential OL, Solar with ESS Residential OL, or ESS Only Residential OL for a battery added on its own.

Ask each bidder which of those four routes it expects your job to take. A bid that assumes the instant path for a design with storage or unusual electrical work may be promising a timeline the City does not.

PG&E, not a community choice provider

Much of Solano County gets generation from MCE, whose list of member communities names Benicia, Fairfield, Vallejo and unincorporated Solano County. Vacaville is not on that list. The Energy Commission's community choice layer, last updated in August 2025, shades Vacaville as MCE territory, so a quick map lookup can mislead; the provider's own list and your bill are the better guide.
