Hiring a solar company in Oakland
An Oakland solar company can permit a standard rooftop job in two steps: an approval from SolarAPP+, then a permit through the City's Online Permit Center using that approval number. Most Oakland homes get generation from Ava Community Energy and delivery from PG&E, so a sound bid models both. Compare at least three written proposals on the permit route, the battery size and the two bills.
Start with your Oakland electricity bill
Check the generation provider and solar program on the PG&E bill. Ava provides generation for its customers, while PG&E provides transmission, distribution and billing. Ava's Solar Billing Plan separates generation and delivery credits, and the two annual true-ups can occur in different months.
Which Oakland jobs fit SolarAPP+, and which do not
Oakland limits its SolarAPP+ route to rooftop systems on permitted main dwellings, installed by California-licensed contractors, with no ballasted racking. The contractor gets a SolarAPP+ approval, applies through the Online Permit Center with that approval number, and then books the inspection through the City's mobile app. SolarAPP+ may charge its own processing or subscription fee. Ground-mounted and ballasted systems, and commercial jobs, skip SolarAPP+ and go straight to the Online Permit Center.
The City now lets a main service panel replacement, subpanels and a battery installed as part of the solar job ride on the same solar permit. Electrical work that is not dedicated to the solar system still needs its own electrical permit. Storage gets a size check: Oakland sends a project to Fire Prevention for approval when any single battery holds more than 20 kWh, when the combined storage exceeds 40 kWh in certain locations, or when more than 80 kWh is installed outdoors.
Ask each bidder which route your job takes, whether the panel work is on the solar permit or a separate one, and whether its battery design stays under the Fire Prevention thresholds. A proposal that stacks two large batteries in a garage may trigger a review that another bid avoids.
Reading an Ava and PG&E solar bill in Oakland
Oakland solar homes pay two companies on one statement. Ava buys the power and credits the generation portion of your exports; PG&E delivers it and credits the delivery portion, which Ava's own guide calls the Energy Delivered credits. The two sides settle separately: Ava's annual true-up is in April, while PG&E's depends on when your system was turned on.
For a new system on the Solar Billing Plan, Ava requires the E-ELEC rate and pays a peak-hours bonus of $0.025 per kWh for exports between 3 and 8 p.m. if you are not on CARE or FERA; CARE and FERA customers get $0.01 per kWh extra on all exports instead. An Oakland proposal that shows one blended credit rate for every exported kWh is skipping that detail, so ask for the hourly assumption behind its savings figure.
What an Oakland quote needs to explain
| Check | Ask each bidder |
|---|---|
| Ava and PG&E account | Show generation and delivery charges and credits separately, including the applicable billing and true-up calendars. |
| Roof and production | Use the actual roof planes and shade inputs; list monthly output and any roof repair excluded from the contract. |
| Electrical and storage | Itemize panel, subpanel, battery, backup circuits and any work that needs a separate city or fire review. |
| Service after installation | Identify who answers a production or battery problem, who performs the repair and which written warranty applies. |
A comparison to ask for
An Oakland bid can look lower because roof work, a panel change or storage is missing. Ask each bidder to price those items separately and use the same shade-aware monthly production. Then compare the remaining Ava and PG&E bill under the account's confirmed solar program.
Verify the company behind the Oakland quote
Match the business name and license number on each Oakland proposal to the CSLB record, then use our contractor verification steps, the quote comparison guide and the PPA, loan, lease and cash comparison. What you pay the utility today is on the Oakland rates and bills page.

Oakland solar quote questions
Are solar panels worth it in Oakland?
That turns on your own usage, how much of your production you use as it is made, and the contract price, not on the city. In Oakland the numbers to check are Ava's generation credits (including its 3-to-8 p.m. export bonus for customers not on CARE or FERA), PG&E's delivery credits, and the E-ELEC rate a new solar customer is placed on. Ask each bidder to show those separately.
When does an Oakland home battery need Fire Prevention approval?
The City's solar page says a project needs Fire Prevention approval when a single battery exceeds 20 kWh, when combined storage exceeds 40 kWh in certain locations, or when more than 80 kWh of storage is installed outside.
Does Ava replace PG&E for an Oakland solar account?
Ava explains that it provides generation while PG&E continues transmission, distribution and billing. Use the current bill to confirm the account's provider and solar program before modeling a proposal.
Can an Oakland solar permit include a panel change or battery?
Oakland says PV-dedicated panel, subpanel and storage work may be included in the solar application, while other electrical work may require a separate permit. Have the bidder identify the scope and route in writing.

Before you send anything
- What this is
- California Rate Relief is a private referral service. It is not a contractor, does not install or finance anything, and is not a utility, a government agency or an assistance program.
- What happens after the form
- Your project details are recorded for referral to a solar provider. The provider decides whether it can help and what it can offer; availability, design and price are determined after its own review.
- How you are contacted
- Read the consent wording before submitting. Your inquiry includes contact details for follow-up about the project; a provider decides whether it can serve it.
- Using the site without submitting
- The calculators, bill comparisons and checklists on this site work without contact details, and nothing on this page requires a submission.
